Summary
This chapter explores the complex and challenging relationship between Sustainable Development Goal (SDG) 14, Life below Water, and the relevant international legal frameworks. It shows that the effective implementation of SDG 14 may be compromised by the structural limitations of international law in general as well as by the idiosyncrasies of the law of the sea. Yet the SDG 14 targets may serve to strengthen existing regimes, operate as interstitial norms connecting distinct regimes, or identify gaps in ocean governance and inspire new regulation. However, where the SDG 14 target is expressed in weaker or more general terms than existing obligations or goals, SDG 14 may undermine existing instruments. In the absence of an overarching ‘Ocean Council’, the regime complex that is in place provides as many opportunities for duplication of, or contradictory, efforts as it does for the development of mutually supportive measures. It is also posited that SDG 14 fails to provide the necessary conceptual framework for the law of the sea in the Anthropocene.

Summary
Ocean acidification refers to the lowering of ocean pH as a consequence of changes in ocean chemistry arising from increased levels of carbon dioxide (CO2) being drawn down into the oceans from the atmosphere and is a problem concurrent with, rather than a consequence of, climate change. Although we now have a good understanding of the processes of ocean acidification, we know far less about the potential impact of a change in ocean pH on species and ecosystems.

The cognitive profile of early onset Parkinson’s disease (EOPD) has not been clearly defined. Mutations in the parkin gene are the most common genetic risk factor for EOPD and may offer information about the neuropsychological pattern of performance in both symptomatic and asymptomatic mutation carriers. EOPD probands and their first-degree relatives who did not have Parkinson’s disease (PD) were genotyped for mutations in the parkin gene and administered a comprehensive neuropsychological battery. Performance was compared between EOPD probands with (N = 43) and without (N = 52) parkin mutations. The same neuropsychological battery was administered to 217 first-degree relatives to assess neuropsychological function in individuals who carry parkin mutations but do not have PD. No significant differences in neuropsychological test performance were found between parkin carrier and noncarrier probands. Performance also did not differ between EOPD noncarriers and carrier subgroups (i.e., heterozygotes, compound heterozygotes/homozygotes). Similarly, no differences were found among unaffected family members across genotypes. Mean neuropsychological test performance was within normal range in all probands and relatives. Carriers of parkin mutations, whether or not they have PD, do not perform differently on neuropsychological measures as compared to noncarriers. The cognitive functioning of parkin carriers over time warrants further study. (JINS, 2011, 17, 1–10)

cerebellar hypoplasia is a rare malformation caused by a variety of etiologies. it usually manifests clinically as non-progressive cerebellar ataxia with or without mental retardation. we further characterize a syndrome of autosomal recessive cerebellar hypoplasia in the hutterite population, referred to as dysequilibrium syndrome (des). we reviewed 12 patients (eight females, four males; age range 4 to 33y) with this syndrome. patients were examined and underwent a standard set of investigations to characterize better the clinical features, natural history, and neuroimaging of this syndrome. des is an autosomal recessive disorder with distinct clinical features including global developmental delay, late ambulation (after age 6y), truncal ataxia, and a static clinical course. neuroimaging is characterized by hypoplasia of the inferior portion of the cerebellar hemispheres and vermis, and mild simplification of cortical gyri.

In September 2002 seventeen whales were stranded off the coast of the CanaryIslands at a time when NATO was testing its active sonar system designed to detect silent enemy submarines.1 The suggestion has been made that the use of sonar caused these whales to strand. In fact, sonar is just one of a variety of anthropogenic undersea sounds which, scientific research increasingly suggests, impacts negatively on marine biodiversity. Pollution of an acoustic nature is currently omitted from traditional works on the protection of the marine environment and is as yet the subject of very little jurisprudential discussion.2 However the topic, which has received scientific attention for over 30 years, has recently been identified as acause for concern and consequently, for action, within the parameters of a number of global and regional environmental instruments.

An outbreak of nosocomial ringworm involved five infants in a neonatal intensive care unit. The index case was a nurse infected with Microsporum canis by her cat. After standard infection control measures were initiated, the outbreak was resolved successfully by an interdisciplinary professional collaboration of physician and veterinary dermatologists and infection control personnel.
